Patrick is a Senior Legal Advisor of Cabrera & Company, handling legal due diligence reviews, drafting of EPC contracts, and transaction advisory engagements for ODA-funded infrastructure and public-private partnerships (PPP) projects. He likewise provides tax and regulatory advice to companies/contractors involved in infrastructure projects.

Patrick has 15 years of work experience in infrastructure procurement especially through PPP, particularly in: (1) project development and structuring, risk assessment, and project management, and (2) policy, business process and institutional framework analysis, and navigating rules and procedures both for national- and municipal-level infrastructure projects.

He also has significant experience in drafting and reviewing PPP institutional and regulatory frameworks, having been part of teams tasked to prepare draft PPP operational procedures, rules and guidelines, and Project Development Fund (PDF) design for Indonesia, Cambodia, Georgia and Bhutan. He was also Project Manager of a World Bank funded project to develop a model framework for municipal-level PPPs.
